How We Test Seed Germination: What a Germination Rate Really Means

See how germination tests are sampled, counted, interpreted, and separated from vigor, dormancy, storage, and real-world field emergence.

    A germination number looks clean. Seed work is not.

    A line on a record might say 92 percent, but that number sits on top of a seed lot, a sample, a test date, a method, temperature, moisture, light, dormancy rules, counting standards, and the judgment of what qualifies as a normal seedling.

    We have kept germination rates and test dates in our working records for years because the number helps us decide whether a lot can move forward, needs another look, or should be removed. But I do not want customers to mistake a laboratory-style result for a promise that ninety-two of one hundred seeds will emerge in every tray, every garden, and every weather pattern.

    This guide explains what the rate means, how representative testing works, and why quality control has to continue after the count is written down.

    A germination test measures a seed lot under defined favorable conditions. A garden measures the seed, the weather, the soil, the timing, and the gardener at the same time.

    What a germination percentage means

    USDA's Seed Testing Program defines a germination test as a report of normal, abnormal, dead, and dormant seeds under ideal conditions. The familiar percentage usually refers to normal seedlings - seedlings with enough healthy structure to continue development under favorable conditions.

    A 90 percent result does not mean:

    • Every packet will contain exactly nine successful seedlings per ten seeds.
    • The result remains unchanged forever.
    • Ninety percent will emerge in cold, saturated, crusted, salty, diseased, or droughty soil.
    • Abnormal or dormant seeds are interchangeable with dead seed.
    • Vigor and germination are the same measurement.

    It means a representative sample from that lot performed at that rate under the specified test.

    The test is only as honest as the sample

    The North Carolina Seed Laboratory emphasizes that sampling is the first critical step. The sample has to represent the entire lot, not just the cleanest seed near the top of one container.

    For small lots, the lab notes that about 400 seeds often provides a statistically useful sample. Bulk lots require subsamples from multiple bags or positions, combined and reduced carefully.

    A beautiful test from an unrepresentative handful can create false confidence. Sampling should look for nonuniformity, damaged packaging, lot identity, treatment, variety, and storage history.

    A percentage only becomes useful when it stays attached to the seed lot, the test date, the method, and the decision that followed. In our own work, the paper trail matters as much as the number because it tells us which inventory can move forward and which lot needs another look.

    The layers of a practical seed-quality system

    Our quality work is not one dramatic test at the end. It is a chain:

    Quality control may include close inspection, but the central test is still whether the sample produces normal seedlings under the prescribed method.
    1. Lot identity: variety, source, lot number, date, and treatment status stay attached to the seed.
    2. Source documentation: supplier or grower information is reviewed rather than detached from the lot.
    3. Representative sampling: the test sample must reflect the lot.
    4. Germination review: seeds are tested under crop-appropriate conditions and normal seedlings are counted.
    5. Retesting and age review: older or questionable lots need renewed evidence.
    6. Packet and warehouse checks: clean packing, labels, storage moisture, pests, and stock rotation still matter after germination.
    7. Customer feedback: patterns in real gardens can reveal a storage, handling, instruction, or lot problem that a single test did not show.

    That is why we talk about quality in layers rather than treating one percentage as the whole truth.

    Normal, abnormal, dormant, and dead seeds

    A germination test separates outcomes.

    • Normal seedling: has the essential structures to continue growing.
    • Abnormal seedling: germinated but lacks healthy development needed for a successful plant.
    • Dormant or hard seed: remains alive but does not germinate under the test conditions without additional treatment or time.
    • Dead seed: shows no viable response.

    This matters especially for native perennials and species with dormancy. A low immediate germination count does not always mean low viability. It may mean the test did not satisfy the seed's dormancy requirements.

    Germination, vigor, and viability are different

    Germination asks how many normal seedlings form under favorable standardized conditions.

    Vigor asks how strongly the lot may perform under stress, aging, cold, heat, or difficult field conditions.

    Viability asks whether the seed is alive, sometimes using a biochemical test such as tetrazolium when dormancy makes an ordinary germination test slow or incomplete.

    A lot can have acceptable germination but weak vigor. That may show up as slow emergence, poor performance in cold soil, or uneven stands.

    Why field emergence is often lower than the test

    The field adds variables the test is designed to minimize:

    • Soil temperature.
    • Waterlogging or drought.
    • Crusting and planting depth.
    • Salinity and fertility injury.
    • Pathogens, insects, birds, and rodents.
    • Compaction.
    • Transplant handling.
    • Dormancy treatment.
    • Seed age after the test date.

    A germination rate is a quality indicator, not a substitute for crop instructions. Gardeners should also consider the expected emergence conditions and sow enough seed for thinning or losses where appropriate.

    How to run a useful home paper-towel test

    A home test can help evaluate old stored seed, but it is not an official lab result.

    1. Count a known number of seeds - 25, 50, or 100 makes percentages easy.
    2. Place them in a moist, not dripping, paper towel or suitable medium.
    3. Label variety, year, date, and conditions.
    4. Keep at the crop's appropriate temperature and light condition.
    5. Check on the crop-specific schedule rather than ending every test after seven days.
    6. Count normal seedlings separately from seeds that merely cracked.
    7. Repeat if the sample was small or the result is surprising.

    For dormant species, follow the required stratification, scarification, or alternating-temperature method first.

    Why the test date matters

    Seed changes during storage. Temperature, moisture, oxygen, pests, physical damage, and time affect longevity. Cool and dry storage generally slows deterioration, but species differ widely.

    A strong result from years ago does not describe the lot forever. Retesting is one of the clearest ways to replace assumption with evidence.

    The test date should stay with the result. A percentage without a date is an incomplete statement.

    What law and truthful labeling are trying to protect

    The Federal Seed Act is a truth-in-labeling law for agricultural and vegetable seed moving in interstate commerce. USDA's Seed Regulatory and Testing Division works with state agencies on purity, germination, noxious weed seed, and varietal labeling.

    North Carolina's Seed Laboratory provides regulatory and service testing and explains that the purpose is assurance that seed is truthfully labeled for variety, germination, and contamination.

    The law sets a floor. Trust requires more: accurate identity, useful instructions, responsible storage, clear customer service, and willingness to investigate when a pattern looks wrong.

    How a gardener should use the number

    Use the germination rate to adjust expectations and sowing quantity, not to blame yourself or the seed automatically.

    Does 90 percent germination mean nine of ten seeds in my packet will grow?

    It means the tested sample produced about 90 percent normal seedlings under defined conditions. A small packet and garden conditions can differ.
